Yes. New projects start on the New Architecture unless a vendor SDK blocks it. On older repos we plan the upgrade instead of pretending the old bridge will last another two years.
Whichever the product needs. Expo speeds up greenfield and OTA-friendly apps; bare (or Expo CNG) is the default when you need custom native modules that Expo cannot wrap yet. The hire should say which, not hide the constraint.
Senior RN engineers write Swift/Kotlin modules for maps, payments, and device APIs. For a deep camera/Bluetooth product you may still want a native specialist on call. Hiring RN does not mean “never touch Xcode or Android Studio.”
When your team already ships React/TypeScript on the web and wants one language across web and mobile, or when you depend on a React Native ecosystem SDK. Flutter is usually better when design must be pixel-identical and you do not have a React bench. We will not staff RN just because it is fashionable.
