SaaS Development Agency: Product Work vs Client Work

A SaaS development agency should ship tenants, billing, and an admin your team can run — not a demo that only works in the pitch deck. Multi-tenant product work is a different contract from a one-off custom build for a single company. Mixing them is how “SaaS” becomes an expensive client project with no second customer.
CodeLoop Studio in Sarajevo does both, on purpose, with a freeze. The first product slice is often MVP development. Broader custom work is custom software development. This article is how we tell the two apart before anyone draws a pricing page.
SaaS versus a tool for one operator
SaaS means more than one organisation logs in, data is isolated, and someone pays on a plan. A custom ops tool for one restaurant group is valuable. It is not SaaS until a second tenant can sign up without you cloning the database by hand.
Founders sometimes want the marketing site of a platform and the internals of a consultancy. We pick one first URL. Startups who still need a page, not tenants, should read web agency for startups.
What we freeze on a product brief
Who the tenant is. A venue, a shop, a dispatcher. If you cannot name the buyer, you are not ready for billing.
One job in production. cijene.me is a price comparison product we shipped — see also price comparison app. seeQRmenu is a menu product with real venues. Both are products, not decks.
Admin you can run. Plans, access, a way to help a tenant without SSH. If only we can reset a password, you do not operate a SaaS.
Billing when it is real. We will not bolt a fake checkout onto an empty product. Cards and invoices come when a tenant would actually pay.
How we run product work
Discovery, a vertical slice, QA, then the next tenant feature as an option. You keep the repo. We demo weekly. We do not staff a silent six-month “platform.” If the honest product is still a site, we will say so and point you at website development.
We will not invent MRR. We will not promise a marketplace in the first slice. Agency-as-a-service for someone else’s clients is a different relationship — websites for agencies.
Send the tenant, not the TAM slide
